BBC Gaza Documentary Deemed a 'Serious' Infringement of Media Rules, Declares Ofcom

The public service broadcaster was found to have committed a "major breach" of industry standards by omitting to mention that the voice of a film about the Gaza conflict was the offspring of a Hamas representative, as ruled by British broadcasting authority Ofcom.

An inquiry by the media regulator into Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The chief executive of the broadcaster had already issued an apology, saying there had been "a significant failing in relation to truthfulness".

The authority has directed the broadcaster to broadcast a peak-time declaration about its findings.

"Given this constitutes a serious breach of our rules, we are directing the broadcaster to air a announcement of our findings against it on BBC Two at nine o'clock in the evening, with a timing to be finalised," it said.

'Possibility to Erode Trust'

The authority's announcement said: "Our investigation concluded that the documentary's lack of disclosure that the narrator's male guardian held a position in the Hamas-run authority was materially misleading.

"Consequently that the viewers did not have vital facts which may have been extremely pertinent to their evaluation of the narrator and the content he provided.

"Confidence is at the core of the bond between a broadcaster and its audience, especially for a public service broadcaster such as the BBC.

"This error had the risk to damage the significantly high degrees of credibility that the public would have put in a documentary produced by the BBC about the conflict in Gaza."

The documentary was removed from the BBC's streaming service in the month of February after the presenter's familial connections were revealed, and in this past July an internal BBC review found it breached the broadcaster's content policies on truthfulness.

A representative for the broadcaster said: "The Ofcom ruling is in line with the findings of the corporation's inquiry, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which corresponds to Rule 2.2 of the regulator's media standards.

"We have apologised for this and we accept the authority's determination in full. We will follow the directive as soon as the timing and language are confirmed."
